Minutes for August 19, 2015 Selectmen’s Meeting

Selectmen’s Meeting Agenda

  • Call to Order
Selectman Harmon called the meeting to order at 7:02 PM.

Selectman Harmon led the recital.


  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes August 12, 2015

  • Discussion held between 4:00 & 7:00 p.m.
The Board had no one scheduled on their agenda but they did talk about a number of things.
They discussed some repairs or improvements that were recently made to the West Buxton Public Library.

A resident came in and made a complaint about some neighbors that the Selectmen are going to be looking into.  Selectman Poitras and Selectman Harmon are going to make sure that these complaints are investigated and taken care of.

Chief Grovo gave the Board an update on two new dispatchers who were recently hired and the Reserve Officer and Patrolman positions.  Chief Grovo said car 518 has been taken off the road because it keeps breaking down.  That is supposed to be the trade-in vehicle for the new patrol car.  Chief Grovo said he calls every week and is asked to call again the following week.  Hopefully, the new cruiser will come in soon.  

The Board had John Myers in to talk about a Motor Vehicle Agent.  The Town is required by the State to appoint a temporary Motor Vehicle Agent at this time which they will be doing by executive order.  They also talked about advertising for that position.

Tom Kennie, our Public Works Director, was in and talked with the Selectmen about several things including striping the parking spaces at Town Hall and the new backhoe that is expected to be here week after next.  They also talked about the Public Works crew adjusting schedules and working around the heat.  Selectman Santolucito commented that the crew is getting a lot done.  They bring in work logs every week and they are busy all the time.

  • Review of Projects and Issues
Selectman Poitras reported that he has tried to pop in for at least a little while every day at Town Hall for as much.  He said other than that, he is continuing to work on a health concern that a resident brought up a few weeks ago.  He has been doing some work behind the scenes to try to get more resolutions on that.

Selectman Burns was in the office Monday and Tuesday and reported that he is still chasing contractors for estimates.  He is trying to get updated figures on a couple of old estimates for budgetary purposes, and is still trying to get a couple new ones so we can move forward with work at the EMA building and West Buxton Public Library.

Selectman Santolucito reported that he is working with the Planning Board and Jerry Ross was in this evening looking at some ways to address ordinances that would help the Board have some type of understanding about group homes in Town, where they would fit in the Land Use Table, and where they would be best situated.  Selectman Santolucito said they are just taking a look at it; it is very preliminary at this point but the Board will have more information as time goes on.  

Selectman Harmon reported that Robert Elwell, a resident who lives on Boynton Road stopped by yesterday.  When DOT did the re-build of Route 112 they re-configured how Boynton Road comes onto 112.  Mr. Elwell has been inquiring about the piece of road that runs in front of his house.  Selectman Harmon was finally able to talk to someone at DOT.  They had looked into it and found that the responsibility for discontinuance of the old part of Boynton Road falls on the Town.  If the Town is able to give that piece of land to Robert Elwell, the State no longer has anything to do with it; their easement of the highway is gone so it would revert back to the Town.  Selectman Harmon said the next step is to talk to the attorney in regards to how the Town goes about discontinuing that piece of the road.  Selectman Harmon had asked the gentleman from the State if there are any diagrams and measurements of that piece land that they might have had when they were doing the project and he is going to send that to her if it is available.  Selectman Harmon said the Board will go from there and will hopefully be moving forward with that.  The Board would have to go to the voters to give that piece of property to Mr. Elwell.  Selectman Harmon said it is a postage stamp piece of land but the Board wants to take care of that for him.

Selectman Harmon talked about some open positions for the Town and said the Board is always interested in people volunteering.  There are trustee positions open for Pleasant Point Park.  Currently we have one trustee and Selectman Harmon said it would be good to have some other people who are interested in helping out on that committee.

The Ancient Cemeteries Committee currently has just 2 people on that.  Selectman Poitras is a member of that Committee and the Board feels that it would be nice if there were more people that could get involved with that.

There is also a vacancy on the School Board that the Selectmen need to fill.

If anyone is interested in serving on a Board or any of the Committees, contact the Board’s assistant, Bev.  She can set up a time for anyone to talk with the Board and go over a little bit about what is required for each committee.

Selectman Burns announced that there is an opening in the front office for a Motor Vehicle Agent and the Board will be posting an ad for that job in the next few days.  If anyone is interested they can call the Town Hall (929-5191) and talk with the Board’s Secretary, Bev and leave your name and information.  The job will be posted on http://www.jobsinME.com and you should be able to see that article next week.

  • Public Comments and Questions
The Selectmen discussed the start of school which is next Thursday, August 27 and advised people to start thinking about that and making arrangements to leave a little early.  School busses will be out; people should be driving cautiously and be aware that our police officers will be out, sitting there watching.
